The client sent too many requests in too short a time.
The Nova API doesn’t return this code today. It is reserved so clients can
handle it when it does.
How to fix
Wait the number of seconds in theRetry-After header, then retry.
This response isn’t stored for an Idempotency-Key, so a retry with the same
key runs the operation again.
